Talk to the NPC — if you haven't claimed your freebies yet, you'll be walked through a short welcome dialogue. Once claimed, the NPC won't offer it again on that account.

Note: this system is still being finalized — the reward hand-off isn't fully wired up in the current build yet, so don't be surprised if nothing arrives immediately. Check back as this gets polished, or ask staff if you believe you should have received a starter package.
